The Effect of Working Hours Reduction on Health Behaviors and Health Service Utilization

Abstract
This study analyzed the effect of the reduction of working hours on health behavior and health service utilization of workers due to the revised 2004 South Korea¡¯s Labor Standards Act(LSA). Difference-in-differences estimation was conducted using multiple groups & multiple time periods, between 2004 to 2011, after South Korea¡¯s LSA had set 40-hours limit on working hours per week. Our results showed that reduction of working hours increased both medical examination and smoking. Its effect on medical examination was salient among men, overtime workers, high school or less than high school graduates and elderly groups, and increased smoking behavior was more pronounced among men and younger groups. As for overtime workers, medical examination increased together with use of outpatient medical services.
